In the City of Los Angeles, LADBS permits perimeter work and the height rules are tight: its fence bulletin (P/BC 2023-002) caps a fence in the required front yard at 3½ feet in R zones and 6 feet in A and RA zones, allows 8 feet at the side and rear on lots at least 40 feet wide outside the Hillside Area (6 feet otherwise), and up to 8 feet in a required yard takes City Planning approval. Parcels in the Very High Fire Hazard Severity Zone carry LAFD brush clearance, and a gate across a private street or access road LAFD requires must meet its gate rules, and stretches of the Westside and the coastal canyons fall under separate specific-plan or Coastal review. Where LAFD requires a private street, access road or fire lane for fire access, its Security Gate Access Requirements call for a Fire Department-approved override on any power-operated gate across it: a Knox key switch, or a switch inside LAFD's red Fire Department Access Box. In override, the gate has to open fully within 10 seconds and stay open until the switch is turned back. If the power fails, battery backup included, the gate must open on its own or push open with no extra steps.
Only as long as its battery lasts. LADWP has said that in high fire risk areas, fire authorities can ask it to de-energize lines, and that those outages can run past 48 hours. A gate battery covers a limited number of cycles, so check that it still holds a charge and find the manual release before the next red flag warning.
